请问版上有做过H1B transfer 的人吗？都什么程序？我这律师说的靠谱吗？

Submit an LCA with the Department of Labor which takes 7 days to process.  Once we receive the certification for that we can file your H-1B petition with USCIS.  Once USCIS physically receives the petition you can start working at the new employer, while the new petition is pending.
