anyone has insights?

I had an interview a couple of weeks ago and am expecting an answer. Today, got an email from hiring manager to schedule a phone conversation to talk. My experience is if it is an offer, usually HR would be the one contacting candidates. If it is hiring manager, do they need more information from me? any thoughts here?
