SQL does not mean SQL Server unless you mix them together

SQL is database computer language based on relational algebra. SQL has standard (ANSI), like SQL-92. RDBMS vendor (Oracle, MS, Sybase...) have to (or do their best to ) support SQL standard in their RDBMS products.
