is this fair

I am accountant, but also doing some HR. at the end of last year, boss asked me if I wanted to take more HR reponsibilities, I said Yes, so he is going to send me to training, and to get a HR certificate.

I thought this is a promotion. however, there is no increase on my pay.

Do you think this is fair??3
