What is the average contract relate in Philly?

I just start to look for the job in Philly with 10 years experience in java. There is an agent said there was contract to hire position fit me (not really fit, but most of them). The contract rate is $53 per hour. Is it the right rate? I just try to find a job over there from the other state because the family relocation and haven't been on market for about 10 years and never have contract experience. What does the company what to do contract to hire position?
