"Can you work for any employer w/o restrictions?"

How to properly answer w/o negatively impacting my candidacy?

I can probably use TN CSA or H1. I am on the business side so people I work for usually know next to nothing about these. HR and/or company lawyer (paralegal) usually are less than helpful.
