no promotion

I did all the complicated projects in my group, I thought I would be promoted this year,but another person who even doesn't have a qualified degree (she is very good at kissing up) did. I fixed her problems several times. I already talked about this to my manager, who said she did what she could, it's the upper level. I am thinking to make an appointment with the boss of my manager. Any suggestions are appreciated.Eventhogh nothing can be changed, but I am so mad right now and I feel I should let them know I am treated unfairly.
