这个offer可以／应该negotiation吗？

昨日hiring manager来电告知they are pleased to offer me the job 。 我本准备他问我 salary expectation，或让我知道the salary range of the position, then start from there。 结果他一开始就切入正题， 直接告诉我第一年的salary （精确到元）， 第二年的salary（if the performance review is good），第三年的salary， 和这个职位最高可达的salary。 不知道这种情况下我还是否可以／应该就salary 进行negotiation？ １） 这是个 non-profit organization２）申请至始至终都是hiring manager负责， 从简历, interview, reference check 到offer都是他一手安排。 ３） 过程倒是不短。告知是 working out all the budget issues with introducing a new position。
既然他都明确告诉我salary了。 我还应不应该negotiate？他既没有问我的expectation也没有提及可以商讨? 请您指点！谢谢。
