How to deal with this?

I work together with another Jew engineer A in the same project. A did the PCB design of the line card, and I am responsible for get qualified key module M (spec and verify) in the line card.
A is always smile and help others. But to me, he limits me only on this module M area. Anything related to the whole line card, he wants to do himself. Also he play some game tells our co-work in software group not involve me inside. All the document review meeting with other group, he put me on optional, not required.

What I should do?

Report to the boss? Our boss is a kind of soft, what he said really not become true because he is not so powerful.

Another thing is that don’t want the boss or others know we two have conflict, not a teamwork.

Just let A do whatever he want. And I just find some other things to do?
