1. It would become much harder for foreigners to apply for green card and H1B visa in a downturn like this. Emplyers have to think twice before sponsoring an H1B visa application or filing a labor certificate application if many US citizens are out of work.
2. I assume both of your children are under 5 years-old. For them to adjust to a new language environment is much easier than a ten years-old.
3. China still values a US degree and experience.
