60/hr is really nothing and not worth the move. You know contract job is always short term, after the term is over, you will have to pay the healthcare plan yourself. Usually, I think a IT contractor job is worth going only when it pays > 90/hr and last at least 1 year. If you want to jump to a 60/hr job, then the only thing justifying it is you can get some sort of manager title.
