Be very careful of the company cultural environment. There are many places that chain of command is greatly respected. It is fine that you just have a casual talk with your boss's boss. If you are going to report project status, sometimes the boss's boss won't listen to you because they want to hear it from your boss instead of you. Even if you offer to report directly, they would ask 10 questions to make sure that your boss is kept in the loop of what you are about to tell them.
