from my experience, most HR today in company has no use to cooperate and deal with all these problems, the HR is just set up there for receiving resumes and set up interviews, some of them even don't involve in the interview process, as long as the direct supervisor agree, they just give you offer.

Your case is new boss not accepting, and I think it is quite common, while fighting, while looking for other opportunities----that is more important, don't expect HR will help you, I believe HR will hurt you even more.
