Yes, I have talked to my boss and his boss (大老板) about the vurrent job and my wish for a better position in the current department. These occured at least twice with both in the last six months. The problem is that I cannot get a convincing reason why I missed two chances to get promoted. My trusted friends in the same organization guessed that 大老板traded better positions in our organization for political capitals.

The new departments will offer a step-up positions, much better visibility than the current one. As far as career future, I would say equal chance. The new ones have better position, the current one has better "人脉“.
