Yes. But usually you can negotiate the top of the hiring range.

If you want to go beyond that, HR usually doesn't agree or your boss can't do anything if HR denies. Then, only one or two powerful persons (President or Provost, for example) can make change your pay without going to do the paperwork all again:). Good luck.
