how I should work w.recruiter

I have been actively searching for a couple of months in IT field, got several recruiter's call, the first word they said is always" I would like to know where you are and what you are looking for.." then they ask for my reference, blah,blah,blah, then they usually very politely wish me good luck in my job hunting.

The last step is to send me an email, ask me to forward a most updated resume, be sure to include 2-3 references on file, and said they would contact me if there is a better fit for me.


what's wrong w. them or myself? It seems that I never got further contact from them, although they said my skills and everything matches w. what they are looking, but they are looking for american citizen. I have green card, Is that "american citizen" just an excuse or what?
