I have regards to Salary to make sure I am not the same page.

1. Just want to confirm that, there is no change on my salary this year. Is that correct?

2. Just want to clarify whether this decision is based on my evaluation of "meet the target".

3. Could you please help me to understand where I am in term of my performance and development?

When you listen to your boss' comments, one thing to watch out is not to be defensive and argumentative. American boss really hates that, usually.

Listen to what he has to say, and if you are confident about your language skills, explain when neccessary. Otherwise, take good notes and ask for a follow up meeting.
