average Chines. He could be wrong too, because exposed Chinese corrupt oficials on average could rob the social insurance (?) worth a few hundred millions a year, more than his otal worth after working for about 30 years.

Don't be fooled by your friends. Average means the 1.3 billion Chinese populateion average. Or it's just couple of rich and famous average?
