All right, put this way, as described in your email, he is confirmed as a product/process engineer, the receiving end of the silicon process, with the heaviest workload. So, when you say he works on extremely long hour, I’m not surprised now. FYI, it is difficult to change your profession after 9 years of career, and with this kind of workload, it is also very difficult to squeeze time out for an MS degree. Process of developing silicon can be divided in this flow roughly:

Marketing->design->layout/place & route->DEF (design for test)->System/Bench characterization->Test->Product (where your hu*****and is)->manufacturing (overseas).

Ask him to move up in that process, the closer to the design the better, in terms of technical experience and work hour, although design works pretty long too. At the receiving end, I bet your hu*****and doesn’t learn much now, move on to test or bench is a good start. They pay pretty good too with better technical background.
