Talk to your school officiel again. you said you applied the OPT, then you got a new I-20, adn you still didn't sedn the application to INS, you confused me.

If the school already applied for OPT for you, then you have no chance for CPT anymore. if it still pending, then you can change your mind, do CPT and remove the OPT process. Just curious,
