is it common to negotiate an offer?

I got an offer which I was not totally satisfying and tried to negotiate it. the company didn't give an increase and I just got the initial offer.

My hu*****and got an offer which was ok but we decided to negotiate it. neither the company nor the recruiter was happy about it, they thought it means that he rejected it. the recruiter said that he will try to talk to the company to reissue the initial offer, but he 's not sure about it.

any similar experience? is it common to negotiate?
