车祸后地方政府的这个帐单合法吗？

车祸后地方政府有两个帐单：1是ambulance到医院这个没疑问保险公司支付了．

2 是City of Alameda Fire dept”vehicle accident recovery fee $393” on the cost of personnel, apparatus, equipment and dispatch. 这个保险公司拒付。

我想问上面的这个$393帐单地方政府是不是合法向我收钱。我认为无论警方或者消防部门respond to 911 within the public agency taxing district, the services are already funded through taxation to ensure emergency assistance is not delayed for fear of cost.
