为国内外甥申请绿卡

我已经取得美国的国籍，如果我想为国内的外甥申请美国绿卡，请问我应该怎么办？现在小孩马上16岁，我需要领养小孩来申请绿卡吗？还是通过兄弟姐妹的关系申请绿卡？谢谢！
