I think that is more of a Chinese-specific problem.
First it is due to life style. We have partner teams in China, a very big fraction of their people are physically unfit in all age groups. The older managers can't even stay awake in some of the long technical meetings. High fat, high salt food, little exercise, long nights, internal fights, all the negative things add up.
Second, it is the work style. Our partner teams simply don't have long term plans for whatever reasons. Almost everything is a quick solution for NOW. Maybe be because they have high turn around rate, so it is not worthwhile to investigate in growing people. But that work style burns out people very quickly.
