I am not sure it is school's responsibility in this case.

It is a combination of common sense and bad luck. I am pretty sure most of us have lived in areas that are not safe when we first got to US. My first car was broken into, but I didn't loose much simply because I had nothing valuable there.

BTW, my 1st car worthed whopping $2000, which took me a year to save up for it. Since I couldn't afford expensive cars like BMW, I became a really good driver specializing in manual transmission cars on hilly roads, and no accidents what so ever.
