在苏联之前，俄国是西方文明主导的现代科技发源地之一。它的早期科学明星包括门捷列夫、罗蒙诺索夫等不少的近代科学多个学科的先驱或奠基人。

苏联在40年代到50年代末、60年代初，其科学与技术都非常强大。这一方面是得益于俄国原有的科学、文化、教育基础，再一方面就是因为在二战中夺得了一大批顶尖的德国科学家及科研仪器与设施。但是，由于其政治体制的专制与腐败，在苏联晚期，其科学与技术都出现了明显萎缩的现象（当然比当今的中国还是要强很多、很多），尤其是在基础理论研究等科学原创方面，已经被日本等国家所超越。

When Lenin took over from the Czar, he treated the scientists quite well, well paid, and tolerated them for saying the wrong things.  Stalin continued this policy for some time.  Slowly, this policy was elliminated, resulting in both scientific and technological slow down.

As an example, during Korean War, Soviet airplanes could compete with American airplanes.  But by 1980s, Soviet planes were no match for American airplanes.
