Generally, people use 3% as normal inflation rate.

We are in some kind of special time (we always are), $ value drops like a rock, inflation is crazy in emerging market, and soon will arrive here. 3% surely is not enough. But it just shows how hard to beat inflation safely - in other words, it's very very tough to gain without risk.
