It's in the foundamental differences in engineering education
I am talking about education in a broad sense that the way companies bring up engineering talent is also included.
Even since Henry Ford's success with large scale manufacturing in the automotive industry, the West engineering up-bringing has been focusing on specialty and process, whereas in China, technical skills have been the focal point. As a results, Chinese engineers have good breadth and depth in technical skills, but lacks the sense of market need and respect for process. They tends to consider themselves as creators rather than just an specialized assemblers in a grander scheme.
Having said that, the (Western) management was at fault for the problems occured. They should be the one to understand how the Chinese engineer staff is going to behave, so that they should be enphasizing on following specifications and processes. The management in this case should also proactively communicate and encourage the engineers to ask more questions.
The expectations of the two sides were not aligned.
