there are quite some culture difference btwn US and Chinese software programmers,

maybe it's a bit better in real big companies, but for mid or small ones, there is a quite strong mistrust between key programmers and bosses. Truly collaborative programming is very very rare. Information sharing is often a way to lose job security. Clarity of codes? that's for the fools.
From the boss's side, programmers are often valued based on "can you do this" instead of "how much did you contributed to the...".

what you need to, if you still want to give it a chance to continue, is that you have to step in managing architecture, basic programming principles and styles, spec of modules, dependencies and sequencing. It's a bit more primitive than an ideal hand-free outsourcing experience, but it might give you a chance for success, at least for now.
