EV/(Tesla Model Y) $7500 tax credit : Not easy to get

According to IRS, $7500 is not refundable, The maximum credit is $7,500. It is nonrefundable, so you can't get back more on the credit than you owe in taxes. You can't apply any excess credit to future tax years. 

Question is : How could I change my W-4 if my tax is designed to be balanced for 2023 currently.
