统计学统的是什么？

How many cars out there will sit in the garage 9 months out of 12 months since last oil change?  Are they in the stat? This is the case I am talking about from the very beginning. You believe what you believe and I trust my own common sense.  

You can write 10 pages lecture on this but I don't have time to read it, sorry.
