You are probably right at some point. Anyway, cheating do happen in service industries all the time.

In a formal, professional car repair facility, if changing water pump when changing timing belt, the correct procedure is to drain the coolant first before removing the water pump. The service adviser should include the cost of coolant in the quote to the  customer.
