Why pleasure用比上班用贵?

Basic coverage for two vehicles in California only costs us $341 per year. But we are moving to Vancouver, BC, where they will charge 7 - 10 times higher.

Could you recommend some good insurance companies? We just need third party liability, with 7 years no accident records in US.
