how to get rid of the noise from the running belt?

there is a squealing noise from the moving belt on my car when the engine is running. the belt looks rather tight and new. someone suggested to use belt dressing. since you have spray the dressing on the belt while the engine is running, it will make a big mess there, so i am hesitate to try it.

has anyone used it? does it work? thanks in advance.
