Duct gate is not in proper position

It is typical that for old car the duct gates are off from the knob settings. It is because of many reasons and not really worth to repair. Those gates are for directing air flow through certain components and distribute to different outlets inside car.
Where the sound come from? Near the fuel tank, under hood, or under driver side? What car you are talking about?
