May be I am wrong, but I don't think so

The new Jeep JK throttle pedal is not directly linked with physical throttle. It is the so called "drive by wire" design.

So to me, a speed control unit is just
a electronic unit plug in and should not hurt the performance at all.

Anyway, maybe I am wrong. Any suggestion/recommendation/tips are welcome.
