condensor fan=AC fan? my car out of water for while

Left one is condensor fan, right one is radiator fan?
Am I right? I thought they are both on same radiator?

ps.Last year, I try flash radiator cooler and find out there is nothing in it (temp 1/4 high, still drive fine).So I am not sure anymore.
