cooler refrigerant

Old car was filled with refrigerant 134a+ by DIY to save cost. However, it did not work ever the pressure is 45 psi. Last year, body shop did for me. It worked.
I read the instructions of th refrigerant. It said that shake of the can is necesasry before filling. But, I did not do shaking. Is this a reason for the problem. Thanks
