up to 12% undocumented people drive everyday w/o driver license in TX. Nothing happens for those guys if they were caught by police because no space for them at prisons. one of my friend's SUV was hit on the rear bumper by a drunk illegal guy who drove a pick-up truck. the policeman released the guy without any punishment when that culprit admitted that he caused the accident and agreed to go to jail.
