I still have a question

Some car accidents will cause injury and should also cause medical expenses. But most customer doesn’t have medical coverage in car insurance because they already bought health insurance. For example. If this time the accident injured me but not at my fault. how can the other person’s ( who is at fault)car insurance pay my medical expenses if he didn’t buy medical coverage? I heard PIP ( a fund )will pay that, it that true?
