一个控制这么大数字分配的官员，要照顾谁，只要稍稍动一下小数点后的几位， 比如，总数的0.001% 这样的数字，都够上亿的。所以对于想行贿的人，送二奶明车名表等等，都是小菜一碟。这些鱼饵舍出去，和可能的收益比，不值一提。~~~这样想的投机分子，少不了。
