Why not ask the council to send you the council bill for rate directly?
There must be some issues with water as well.
Nearly all investment properties, councils or water providers send the bill to the owner's address instead of the property address ?
1. Are you a new investor ?
2. Do you only have one investment property? --> Do you just convert your principle residence to investment ? Otherwise the water bill should be separated.
3. Do you try to hide some thing ? like rent ?
All in all, it is due to your inexperience that cause this problem .
