问一个澳洲股票的弱智问题

在澳洲买卖股票好几年了，从来没有当天买卖。澳洲是不是T+0。如果股票当天卖了，为什么资金当时不显示可用资金而是要等到了settlement date过来才显示，那是不是意味着在这期间，这笔钱就没法用？
