中国取消禁止出口稀土的决定-中国政府到底要干什么？傻了么？

稀土出口完了，怎么办？西方国家是断然不会出口这种关键矿物给中国的，就算俄罗斯有，也会狮子大开口，为什么一点远见都没有呢？
