今天，那个财政部长秘书 Ken Henry 说，如果全世界都像澳洲这样对mining industry征税，那失业率会达到20%。然后，他又说，澳洲在过去一年多的经济危机中，靠着mining sector的帮助挺了过来，如果没有这个strong的工业，澳洲的情况会糟糕很多。。。

这个人是谁呀？Henry report是不是这个henry写的？
