关于建房问题！

本人在墨市准备建造自己的房子。现在正处于拆除旧房阶段。由于澳洲的Water不可以disconnect， 那么水公司的服务费是自己付还是建筑公司付在拆房和建房阶段？

请有经验的朋友帮忙！
