问个有关澳洲房子的问题

这两天看了几处房子，都是apartment,大部分是meriton的房子，有Rhodes，moore park, stives的，发现有这么个问题，网上的房源并不多，agent说没剩几套房子了，到了display centre那里也是这么回事，但是发现到了晚上，很多房子都是黑灯的，阳台上也没东西，似乎是没有人，有些房子卖了3-4年了，有些建成也半年了，怎么回没人住进去呢？报纸上又说悉尼房子空置率高，没道理啊，有没有做过楼花或者新楼销售的人士帮忙解答一下，会不会使meriton故意捂盘，一个一个的放出来啊？
现在他们提供一个找不到tenant买家就可以不settle的条件，不知道这种东西是不是靠得住？谢了
