中国出生小孩入澳洲公民

前两天有人提到中国出生的小孩入澳洲公民一事，按照目前规定只要父母一方是澳洲公民即可。但有人提到该规定很快就会修改，小孩必须在澳洲待两年才可成为公民。不知这个说法可有依据，何时会执行。在此谢了
