Absolutely!

There was nothing wrong with the premises and it was well cleaned.

Thats why I wrote to the Agent:

I feel is unfair to pay the extra cleaning costs of $200 as the premises were well cleaned.

If Landlord wants perfect conditions then that's his responsibility to improve it.
