so, many people will get some more pocket money
many families, especially those with lots of kids, will make a nice extra income.

this will improve the trading condition mostly in retailing business for one or two months.

then everything will stay the same. this 12b will have no trace left.

Simply encouraging people to spend does not solve the problem at all.
